Verizon can't / won't allow Activation for Sumsung A15

Ordered a new phone on the Verizon website and received it yesterday. Could not get it activated so called support. I was told it is locked probably because it wasn't scanned before they sent it to me and nothing they can do other than go to a Verizon store. Did that today but not every Verizon store is a Verizon sore I guess and they couldn't help but were nice enough to call support for me. Went back and forth with no luck other than the support person saying I may have stole the phone since I didn't have an order number which isn't on the receipt so a good hour burned. Now I have to drive 45 miles away to what I hope is a 'Verizon' store. I'd return it but there's a $50 restock fee, only paid $80 for the phone.
Must say I have never experienced worse customer support .

Hey, rav1957, sorry to hear you've had so much trouble getting the phone working! Just to clarify, do you use Verizon's service, or is this phone to be used with a different carrier?

I would recommend filing an FCC complaint if you want to get the fastest and most effective response possible. Be sure to include as many details as possible in your report. If the FCC deems your report valid, Verizon executive relations will be required to contact you in order to find a resolution.
