2nd party buildings that say verzon

So I go to which at the time I thought was a verizon store , only to learn it was a 3rd party store after getting taking advantage of with the new promotion of a free I- phone! 

I go in and he charges my credit card 303.96 which he says is taxes, after I take my supposedly free phone home . After 2 days I don't like it. He says no problem what wud u like instead ?I said, may I have the newest android ok he says. And says he' all refund my money back from the I- phone which he never did. And charge me additional  94.71 so I got charged a total of 398.65 rounding. And get this this money is not going towards my 1000 purchase of my new android cause I bought it at a 3rd party business which verizon doesn't have no record of.

I will never go back to that verizon again very uncomfortable.  Tried asking for my refund. Nope he lied and said it's for all the cost of everything after he said everything's free even when I asked is this free?

Does Verizon have a requirement for the 3rd party stores to display somewhere that it is NOT a corporate store?  Especially if said store is using the Verizon logo on their storefront to where they otherwise look like a corporate store, we customers would appreciate knowing if a location is not a corporate one.  Some of the 3rd party stores don't participate in the Verizon promos and may charge extra fees which Verizon would not charge.
