Al Jazeera America Channel 481, Local NYC Channel WRNN Rise

I am writing to find out more information about Channel 481: Al Jazeera English, locally labeled as WRNN Rise within New York City.

It is unclear from the current listing if this channel is a local channel that broadcasts info-mercials only or if it indeed is Al Jazeera news.  If this is indeed the Al Jazeera Network, my request is simple:

Provide me an option to exclude this channel from the line up OR purchase the BLAZE TV Network and broadcast this network channel; perhaps on channel 482?
