RCS Block on Gov Plans

I have 2 lines on a gov plan (even though we're a 501c3, not a government entity) and we have had zero issues up until lately. We have android phones and last year when RCS rolled out widely, they weren't working and I had to get into Verizon and "remove RCS block" feature on our lines to get it working again.
All was fine until yesterday when I upgraded one of my lines to a new Pixel 10. Suddenly my text settings say "RCS not supported by Carrier". I got online and I cannot remove RCS Block feature now, it comes up with an error. Called customer service 2x hoping they would fix it and both calls have resulted in them essentially saying "the US Gov is requiring Verizon to turn off RCS" and we cannot change it.
This is absurd and not okay. It was working fine on my lines and I could opt off of it until now.
Any ideas on how to fix this?

Hi, did you try contacting Public Sector support (I found it after looking through the Verizon Business part of the website), and not the regular CS:

If you still get told that there is some federal requirement now to not use RCS in texts, then the only things I can think of would be to try some other texting app, or convert your account to a non-government sector one.
I'm not a Verizon employee, just another customer trying to help.

Yes, they are still saying they cannot remove it due to the type of purchasing contract my account buys off of. They are saying we purchase off of the NASPO contract (which is odd because the president of our group has never heard of this) and it is not eligible to be removed under this contract.
This is the most absurd thing I've run into in the last decade +.
My phones worked fine previously. My wife's line still does. But somehow mine is now stuck because I updated devices.

For us, this problem seems to be related to the Pixel 10. On the website, I can go to Manage Features for any of our lines and remove "Verizon RCS Block", except for a line with the Pixel 10. If I go to a line with a Pixel 10 and activate a different device (like a Pixel 7 or iPhone), I can then remove Verizon RCS Block. RCS then works for that line & device. When I activate the Pixel 10 again on the same line, Verizon RCS Block is added back, and I am unable to remove it.

I was finally able to remove "Verizon RCS Block" from the Pixel 10 line. I had to contact our account rep, who had to find the correct addendum for our account type (Verizon RCS Terms of Service - Government Addendum). I also had to update our purchase agreement, but after those 2 things were uploaded to our account, I was able to complete the feature change.
Still odd that the Pixel 10 was the only phone I could not remove RCS block from.
