I upgraded my phone to S25, and I am planning on trading-in my S21 FE once I receive my new phone. However, the phone's trade-in value was estimated to be only $60, and I want to know how is it that low?

Smartphones don't have a very long lifespan, and with the S21 generation being 4 years old, is nearing "end of life" in terms of support from Samsung, if Samsung hasn't already quit putting out updates for it. Most people who wanted one of these phones would have already bought one, so if you trade it in, it's more likely to go into the recycling bin for parts instead of being sold as pre-owned or refurbished.
You could try selling the phone on your own.
